Breisch & Associates, Inc. is a civil engineering and land surveying firm founded in 1957. The firm provides a broad range of professional services to private individuals, small companies, governmental and educational unities throughout Oklahoma. With a 50 year tradition of dedication to our clients for providing solutions that meet the goals and objectives of their projects, the Breisch team has the organization and professional talent capable of serving the engineering, surveying and the land planning and project development spectrum for our clients.

 

Larry W. Baker, P.E., P.L.S., C.F.M., is the Owner/President of Breisch & Associates, Inc. His career spans 31 years, 12 of which is with Breisch & Associates. In his public sector work experience with The City of Tulsa as the Design Manager for the Public Works Department he oversaw the design of multiple infrastructure projects costing over $100 million a year. Mr. Baker also worked for The City of Sand Springs as Public Works Director/City Engineer where he experienced working with builders, developers, their contractors and consultants. This provided valuable insight from both the private and public sector, giving him the knowledge and hands-on experience that is necessary to get projects designed, approved and completed.

 

Thomas J. Cobb, P.E., is the Senior Vice President of Breisch & Associates, and he is responsible for the technical operations of the firm including Quality Assurance/Quality Control. He serves as an independent reviewer and works directly with the project manager to schedule quality assurance reviews of each project. Mr. Cobb has been with Breisch for 32 years providing civil and bioenvironmental engineering for the firm’s projects consisting of water and wastewater treatment, hazardous waste permits, environmental assessments, landfill design, sludge management plans, earthen dam design, value engineering and operations manuals.

 

J. Allen Bates, Jr. P.E., is the Engineering Director and a Senior Project Manager for the firm. Mr. Bates has been with Breisch for sixteen years, and has over thirty years of experience in the scoping, plan development, and project management of civil, bioenvironmental and transportation engineering projects. Mr. Bates is responsible for supervising and scheduling engineering projects, has extensive experience in managing multidiscipline projects and working with stakeholders to facilitate design solutions that encompass project issues.

 

W. Heath Forbes, P.E., C.F.M., is the Land Development Director and a Senior Project Engineer for the firm with thirteen years experience. Two of these years has been with Breisch and eleven years with The City of Tulsa and other firms in the planning, design and management of civil and transportation engineering projects. He has served as a project manager, design engineer, project engineer and inspector. Mr. Forbes specializes in hydrology, hydraulics, and floodplain management.

 

Sara Arzu, P.E., C.F.M., is a Project Manager for the firm with fourteen years of experience. She has been with Breisch for one year, and thirteen years with the City of Owasso, City of Tulsa, New York Department of Transportation (NYDOT) and other firms. Ms. Arzu has worked in the planning, design, contract negotiation and administration, construction inspection and project management of civil, environmental and transportation engineering projects. She has served in positions of field inspector, project manager, lead design engineer and project engineer.

 

 

Dwight Tallent, P.L.S., is the Surveying Director for the firm with thirty years of experience, twenty-six years of which is with Breisch. Mr. Tallent coordinates and supervises our survey crews for all in-house survey work, as well as survey work for individual land owners and other consulting companies. He has served in the capacity of Party Chief and Chief of Parties on design surveys, topographic surveys, construction layouts, boundary surveys, precise cadastral surveys and surveying of riparian lands along rivers, streams and lakes.

 

The Breisch professional staff includes twenty-two employees with a vast array of experience in the design and construction of streets, bridges and highways, private and public utilities including water, wastewater, storm water, hydrology and hydraulics, floodplain management, subdivision layout, and all aspects of surveying utilizing the latest GPS equipment.
